INTRODUCTION Although most U.S. residents aged 65 or more have Medicare, coverage is not universal (Mold, Fryer, & Thomas, 2004). To qualify for Medicare, an individual, or one's spouse, needs to have contributed to Social Security for 10 years (Center for Medicare and Medicaid Services, 2007). Immigrants who arrived late in life, or persons who worked outside of the formal economy, may not qualify. Therefore, the number of elderly persons using safety-net hospitals is increasing and, given current demographic and immigration trends, will likely continue to increase substantially in the coming years (DeLia, 2006).
